How do search engines decide what is spam/repeated words?

On my website, for all my pages, my navigation bar repeats the word, "Art" three times like this:

Art Articles, Art Directory, Art Forum.

Then on my index page, my content uses the word Art maybe 3 or 4 times. Index page being 3 paragraphs.

On my Art Articles page I use the word ART maybe 6 times in the content.

Finally, the word art is used once in the title tag and twice in the URL. Example:

What you've done is very good and you're not going to get 'penalized' in the search engine rankings.

Search engine algorithms are very complicated and huge resources go into developing them so that they are as human like as possible in determining what is and what isn't a genuine site.

Your Index page is very important as this is the door to your site and it's worth spending some time getting it right. Include within the text all the key phrases that people may use when searching for a site like yours. If it's an art site then include art, artists, artworks, art works, works of art etc. Think of related words such as illustrations, drawings, paintings, pictures, impressionism, cubist, and include these. There's no harm in effectively having a list of contents on your index page - this is a good way to include many keywords.
