Taking off is a process estimatirs do to quantify the amount of timber, brick, block, plastering etc you might need for a building project. Pulling off is something I haven't heard of in this context.

A "take-off" sheet is first created by the builder or estimator of the materials needed for a job. That same sheet is then again used at the job site when the actual material is taken-off the delivery truck.
Never heard of the term "pull-off"....

Doing a material take-off means measuring up or counting off the amount of materials needed. If the estimator is looking at building plans, he needs to figure out how many square feet of roof shingles are needed. He gets the dimensions of the roof then calculates the area.
