If the CIA has knowledge about at least a dozen odd terrorists who are in hiding - what stops them from going after them ?

The government of course and some other clandestine ops that have been conducted by them and of the fear that what will happen if an entire carton(not box) of worms is opened cuz of the arrest of these terrorists.

They cannot be doing that across international borders. Guess they should get the country that is hiding them to do that if they have real knowledge which they may not most of the time.

My guess, and I emphasize "guess", is they are waiting for them to act out before an arrest can be made, and held in a court of law for the crime against others that their intentions may point to.
