Because, by definition, a glacier refers to a body of ice formed _on land_. There is no land at the north pole, ergo the north pole is not glaciated.

That said, the North pole IS covered with (floating) ice, so if someone told you that it isn't - they're wrong.

There is no land on the North Pole and according to pictures, very little ice either.
