You have a DJ but you might try karaoke. Of course, since you're now legal, you might have beer/wine to loosen people up but be careful -- alcohol makes some people loud and obnoxious. (My brother is one such person!) Depending on how friendly you are, you might try a game like Twister. As long as your food and music are good, people should be happy to stay.

At my parties i always take care to invite mostly people that already know each others.Music is an important part of a good party.If your Dj will do a good job, everything is gonna be ok.Take care of your guest but not to much.At my parties i tell them"there is the food,there is the soda,beer etc...go ahead and have fun".I start my parties around 8 pm and they start leaving around 2:30,but the party usually ends around 4 am.I never put a party during the week,only in weekends and to be more precise only on saturday.Also watch out for what gonna be on tv(baseball,football,basketball games can finish a party much earlier).And don't be to stressed out.People are people:there will always be someone who won't like something.Try to put yourself first and have fun....after all it's your birthday;)
PS:about the fairy theme i dunno what to say.maybe it's not the best ideea...or maybe it is.

Well just a suggestion you can get everyone to make like 3 teams (depending on how many people you're having) and have loads of balloons the aim of the game is to pop all the balloons without using your hands or feet and the first team to pop all their balloons wins, if that doesn't break the ice, then I don't know what will. It creates a lot of laughter. I wish you happy birthday for November and whatever you decided to do I'm sure it will a memorable day!

Try the balloon dance. - couples have to keep a balloon between them and dance.
Try the paper dance (couples dance and cant step out of the paper)
Rate the raunchiest and classiest dance for each no. Let the DJ rate it.
Do a dance battle in the middle, and let the crowd rate 'em
Invite a few strippers, then surprise everyone by being fake busted by fake cops (just before the striptease is over)
Try karaoke
Try a grand version of truth or dare (dare on stage)
Do a foam / water / alcohol / spray / cream / paint fight !

Invite me. Also you can have people wear masks as people feel a lot bolder if they have a mask to hide behind. Then by the time the masks come off they will have been drinking a while anyways and there will be less inhibitions. Also have an event late in the evening that gives ppl an extra reason to stay.. Like h,mmm I could do a fire show for you :P ....

Have the DJ play some good old classic pop tunes that usually works to get ppl into a party mood. Grease, 80's cheesey music etc.

if you have a fun group of friends i would have dress up party for your 21st ....
For my 21st, i had the theme of Sluts and Savages and you could only get through the door if you were dressed in theme ... it was soo awesome!
I also had a friend who had a kids party... he had a huge jumping castle and a magician in the beginning just walking around doing tricks for all the little groups of ppl...
just do something different - there are so many cool things out there to try, be daring, DO IT

You're stressed out........hey chill out.
Take the significant other out on a date, do your thing till you pass out, get up and be at it again. What better way?
Get up late, very *very* late after that, do it again, go back to sleep and eat brekky in bed (the significant other will make the brekky) and you both do it again..........
Wow, 21 and you are asking this question...? "That" thing should be on your mind at all times, day or night.
Quit worrying. Call your friends and they know how to have fun. Just let the party time roll..................... relax.................
