I remember seeing these plants in the tropics, it doesn`t look like a bird of paradise or any other relative of the banana, perchance a ginger?

Definitely the Heliconia. It is planted a lot in warm climates, see it a lot in Florida. There are many, many different kinds of Heliconia and even a Heliconia Society http://www.heliconia.org/plants_index.html!!
Heliconia is in the Heliconia Family (Heliconiaceae), a suborder of the Ginger family, very different from the Bird of Paradise Family (Strelitziaceae).

This is a Heliconia originating from Peru to Argentina I think.
The stalks are to 5 to 6 ft. tall with 4 ft. leaves. The bracts up to 15 inches are red at the base with yellow tips.....The botanical name is Heliconia rostrata....hope this helps?????????

in french, we call it "perroquet", i believe in english we call it "paraqueet"
but it's not the so-called bird of paradise.
