My vote is the Lazy Gun from the Iain M Banks novel Against A Dark Background. 100% effective and the only weapon known to display a sense of humour. Target something and pull the trigger and absolutely anything can happen, from an animal appearing and attacking the victim, to a giant weight appearing and falling on them. Cities tend to go up in thermonuclear explosions, but you just never know!
