a plastic bag and a honda car?

while i was driving my honda civic 2006 car a plastic bag went under the car and melted on a pipe which smells so bad does anyone have an idea to get rid of the bag?

unless you can scrape it off the pipe you are going to have to leave it there, eventually it will burn off with the heat from the pipe.
