This is a zero-value meter, which is usually used to correct the date on metered mail that has the correct postage affixed but has an incorrect date. What is blocked out is a portion of the part of the meter strip (or imprint) that is usually used for promoting or advertising the company that is mailing the item. I have no idea what this particular meter's origins are, so I can't guess what the blocked out part might be.
