For some unexplained reason the " and @ keys (and it doesn't affect the ' or 2) have transposed. Why and how do I fix it?

Goto: Control Panel | Regional and Language Options | Languages (tab) | Details... (button)
From the Text Services and Input Languages dialog box you can choose your proper keyboard. It's possible you have the wrong language keyboard set and this is transposing the buttons.

This happens some time for some of the reasons below:
1. U r not no the English language, some times when u put on french language some key locations exchange with each other.
2.U got a virus in ur computer and u have to reformat it before something worse will happen.
3. there is something wrong with ur keyboard

i think its an keyboard probem, as your shift utton is working properly as u say u have problm with " & @ only. @ poblem can be solved as u send email without @ sign & u will get error that @ is missing. copy this sign and send the mail but is difficult for the " sign. if u use TVSE GOLD keybord (mechanical keyboard)the keys can be replaced but for others keys cant be repalced

smash up the keyboard with a hammer and move the keys... either that or check wether your language is set to US English or UK
