Yes, because of the land breeze. The day's warm atmosphere still linger at night that can cause slight sunburn.

Don't see why not. If you're in the path of the sun's rays, you can get burned. You're probably less likely to get burned in the evening though.
I suspect that I've been burned in the evening, but given by that time the chances are I've already been truly fried by the afternoon sun.
I've even been burned through thick cloud cover.

yes. you burn worse when the sun isn't shining.(evening cloudy days ect.)
