It is because this job description has been outsourced. Animation is done in Korea, the Philippines and India.

Prepare a fortfolio, show it around.

If you go to www.southwestscreen.co.uk you will find more info there, they have recently been offering a traineeship scheme to aspiring animators and production assistants/research assistants, however the closing date is tomorrow, Friday the 22nd of September, you need to download an application form, fill it in and then send it off, of course this is only handy if you want a traineeship in the south-west area but you may want to give it a try depending on where you live etc. Hope that helps alittle.

Have you tried the resources on www.awn.com? There used to be an internship program at the MOMI (Museum of Moving Image) in London you might want to contact them.
