Arcanine does not learn the move Heatwave by level-up--in fact, once it is evolved with a Fire Stone, the only move Arcanine learns is Extreme Speed at level 49.

If you want an Arcanine with the move Heatwave, you're going to have to breed it with a male Torkoal that knows the move. Torkoal is found in the Fiery Path in Mt Chimney in Ruby/Sapphire/Emerald versions and learns Heatwave at level 46. Besides Moltres, Charizard is the only other Pokemon that learns the move by leveling up. Unfortunately, Moltres doesn't breed--you're going to have to use Charizard.

To make matters more complicated, Charizard doesn't actually "learn" Heatwave--but you can get the move. In FireRed and LeafGreen, you can go to the Move Maniac on Three Island to get Charizard to learn Heatwave. The Move Maniac will teach any Pokemon a move it learns by level-up if you give him 2 Tiny mushrooms or 1 Big mushroom. Take your Charizard to the Move Maniac and give him the mushrooms and Heatwave will be one of the moves available. Make sure your Charizard is a male (because Pokemon moves are passed down by the male), teach it Heatwave, then breed it with a female Growlithe/Arcanine at the Day Care on Four Island. The egg that hatches will be a Growlithe with Heatwave.
