Tl has a valence of 3, and OH- is a stronger base then NO3-, thus, the OH will replace the NO3.

That leaves:
H2O2- + Tl(NO3)3 -> Tl(OH)3 + HNO3

However, there's no way to get that without extra oxygen, so tack on O2:

H2O2- + Tl(NO3)3 -> Tl(OH)3 + HNO3 + O2

Then, you balance out the number of atoms:
6 H2O2- + 2 Tl(NO3)3 -> 2 Tl(OH)3 + 6 HNO3 + 3 O2 (solution!)
