what is the goal of international development? Does everybody want money or is there more?

Most people involved with international development would say (or at any rate act as if) their goal is economic progress. At its coarsest, this means growth in developing countries' GDP; technically, their "real GDP at purchasing power parity". A little more sophisticated yardstick is 'an improvement in their human development index'. The UN measures 'Human Development' by looking at things like how long people live and how educated they are.

The answer to your second question is "almost yes; and yes". Almost everybody wants money, and most of them want more than they have. That's a fact proven by plenty of opinion surveys in many countries. Is there more? You bet! Love, spirituality, self-esteem, self-expression, service, good health, and several other things.
