"A craven scruple of thinking too precisely on the event."
In other words, he was a man of thought and words, not action.
I have written thousands and thousands of words on this play...it has to be studied in depth before you can do any sort of decent writing about it. You really have to read the play to understand how, with each new event or set of circumstances, he managed to find a somewhat plausible reason for taking no action to avenge his father's murder.

In short, Hamlet knew he had to avenge his father's death. His father was killed by Hamlet's uncle, the King's brother. However, since Hamlet's mother married her husband's killer so soon after his death, it suggested strongly that his mother was involved in the murder and was having an affair with his uncle before the murder. Hamlet knew he would have to kill his mother if he was to get full justice for his father, the justice his father's ghost demands if he is to "go to his rest". It was the fact that Hamlet could not bring himself to kill his mother that drives him towards madness.
