Is it retaining or double sided? If its retaining, start with a base of compacted crushed stone (about 4" or so) and bury some of your first course. Slightly angle the wall back towards what you are retaining. As you build up, fill in the gaps between the rocks with more crushed stone. Also, backfill behind the wall with more crushed stone for drainage purposes.
