But as they jump, they push downward onto the chairs, so a global force is applied downward from China towards the center of the Earth, and Earth WILL move slightly.

They may cross the geostationary orbit.

If they jump just to fall again on earth nothing will happen to the position of earth. Becouse action and reaction tends to neutralise each other.
