Get them re-soled at a shoe repair shop. They have a choice of soles available and will advise you on the best non-slip ones.

Scuff them up on pavement, or better yet, head to your local shoe store, and buy the stick-on soles that are rigged just for this purpose. I promise that they work. They cost about $6, but are worth it.

Cobblers used to have metal stud things they put into heals to stop them wearing down, something like that might work and still be available. I seem to remember they made an awful clicking on the pavement though.

I dance and sometimes the floor is slippery. We spray hairspray on the soles of our shoes before we dance. It works quite well. But you do have to reapply. If you carry hairspray in your bag then no problem.
