War crimes are committed when against the generally accepted principles of International Law concerning war. Violations are tried by the International Court of Justice of the United Nations. Thus, a person or state affected by war led by President Bush could be filed in the International Court of Justice. You can initiate the case yourself against President Bush.

As long they are living human kind on planet earth.
Stick to our creator's universal gifts of life left behind with the Geneva Convention from world war two which does not change with time but stays in time for the good of mankind on planet earth.
There too much sufferings out there with living human kind getting themselves caught and exposed with the blunders and slip-ups with human errors in doing things at own whims and fancy on planet earth.
Been watching to many movies and could no longer differentiate between fantasy or reality on planet earth.
