It depends on what you consider short and what the purpose of doing it is. Yes I think it is but if it is simply for you and your lover then certainly it can add a little zing to a relationship.
If in public it would be obvious then I think unless you are trying to attract that type of attention then it is inappropriate as you could draw the wrong type of attention by sending out the wrong signals with your clothing.
Many a woman has been raped because they were perceived to be easy, slutty, or to use your phrasing tarty by the way they dressed or acted in public. That could be a very dangerous game to play.

no I rarely wear panties even at school and a lot of classmates didnt either
it feels great to feel your bare bum on chair but u must be careful if you trump as they are very loud on hard surface
