I noticed a male bending down to pick some item of female under ware up which had fallen from his bag.why on earth would he have a pair of French knickers in his possesion I wonder.

Duh - thats so obvious!!
He has brought them for his wife as a surprise present, if he leaves them at home she will find them, so he has to carry them with him everywhere!! The poor guy even has to wear them sometimes, if he's not carrying a bag!! All so that his wife doesn't discover the surprise!! Hes a really considerate husband!!
