As a rule yes. If they really really like somebody there is this barrier. She/he may say no, not like me. The bigger the 'like' the bigger the barrier. This can be viewed as shyness.

I would'nt say shy but rather self-conscious. A guy or a girl would always want to be perceived at his or her best when in front of her his/her beloved. It can be an awkward situation to be in. Thus, one tends to "shy" away from that situation. That's what I think.
