I think your talking about a skincare regimen.
You should cleanse twice a day, once minimum. This is to remove surface oil and impurities that build on your skin. Exfoliating is really important too as that get's rid of the excess build up of skin. Twice a week for normal to oily skin, once a week for dry skin.
Toning (as in using a toner) is to tighten the pores after opening them with a cleanser. This step isn't exactly necessary unless you tend to have oily skin. It's important to use one that's not irritating or over drying as this will make your skin produce more oil and debris.
There's even a fourth step, but third down the line if your using a toner, second if not. Serum's. These can be really helpful if you have certain issues with your skin. Their made in wide range of functions for your skin. These are worn under you moisturizer.
Moisturizing. Extremely important. After cleansing skin, you have to put the moisture back in after it's been stripped out. One with an SPF of 15 is a must. UVA rays (the ones that tan you) damage the collagin and elastin in your skin causing wrinkles and saggyness. Also causes hyperpigmentation (sun-damage, age spots) There are many types of moisturizers out there. Anti-aging, mattifying, ones for dry skin and oily. That kind of thing.
If you need help determining the best route of skincare treatment, see an esthetician (someone who performs facials) for a customized skincare regiment.
I hope this clears up your question!

Cleansing milk opens the pores on the skin andhelps removing dirt while toner closes the pores again coz if the pores are left open it may cause pimples.
First take cleansing milk on a damp cotton.Spread it well across your face.Yu will notice that the cotton turns dark.
Then in another cotton take some toner and apply on face.Since toner is an astringent you may feel a burning sensation. But not to worry on that.
Now apply a good moisturiser that suits your skin.
Apply under eye gel in case of dark circles and lip gel and go to sleep.
Within very few days you will notice significant change and a glowing skin.

Skincare. It needs to be done twice daily. Determine your skin type-oily, dry or a little of both or sensitive. Find products that work well with your type. Cleanse, tone and moisturize twicw daily. You can also slough dead skin cells away at least once a week. Personally I have used Aloete skincare for 15 years. It works for me.
