It is the leaf that is to be blamed. Leaves grow older and lose their grip over the branches. As long as the leaf is healthier enough to stick to the tree, it survives. Once it becomes weak, its bound to die. Whether there is wind or not the leaf is destined to fall.

I think we should blame the tree. There are trees that keep their leaves all year round. But those trees that loose their leavse would do so sooner or later even in the abscence of wind.
