My friend is giving me a small fish which body is white and has large red (pink) and blue polka dots all over its body. We both do not know the name of the fish. Could you please advise?

Take a look at the body of this fish (the fins can vary quite a bit). I have one that is pink and blue stripped. The coloration is not natural, but is dye that is injected in the fish.

Check the link, look under the killifish. I'd be suspicious and agreeing that it sounds like it might be dyed. I could be wrong, but I've never seen a fish like you've described naturally. Pet stores usually charge a lot of money for dyed fish, and the dye wears off. It's a nasty painful process the fish go through, that usually shortens their life spans considerably.
