Federal crimes are violations of laws passed by Congress. State crimes are violations of laws passed by state legislatures.

Federal crimes are prosecuted by the U.S. Attorneys, who work for the Justice Department. Sentences are handed down under the Federal Sentencing Guidelines, and parole is quite limited.

State crimes are prosecuted most often by local District or Commonwealth attorneys, who are usually local elected officials. Sentencing and parole vary according to state law.
