When an identifiable group attacks another culture with the apparent intention of effecting its subjugation or destruction, the options available to the victims will obviously vary depending on the circumstances.
If the aggressor is a nation, war and or isolation may prove a solution.
If the aggressors are united by a religious belief, they are open to conversion. Legislation can be effective in controlling the threat while enemies are persuaded of the error in their beliefs and behaviour. Catholics in England after the reformation are an example of this.
If the aggressors are all from another racial group, the members of which have similar views and behaviour patterns, there are only two options; separation (ethnic cleansing) or genocide. The former is often not practical - the US turned away ships containing refugees from Nazi Germany knowing the alternative fate that awaited them. This leaves only genocide - hence the term 'Final Solution'.

If you are referring to all of the people in say Germany during ww2, they were sheep, many were in disbelief, some were afraid. I do not agree that an entire group of people should be judged by anyone. We are all individuals and should be judged for our own actions and no one Else's. I am Jewish. Genocide is wrong. It is sad to see it happening in the modern world.....
