No, it's not. It's either a "pylstert" or a "pylstertvis". The confusion may arise because of the fact that it is a fish that looks a lot like a shark or "whalefish" with thorns or prickles (stekels) on the lower part of its body.

As far as I know a sandhaai and a stingray are distinctly different.
If you search for sandhaai images on google or so on you'll see they look completely different from a stingray.
