If this is for a flex spot and you can start a QB then I would always start a QB. Go with Carr.

Considering they play two different positions, I do not see how you are faced with this dilemma, unless you have a QB/WR spot on your team. If Smith plays, I'd play Smith, without question. Carr is trash, and I would look to see if you could pick up Chad Pennington or another decent QB.
