The biggest liar? I would have to go with George W. Bush. Most presidents lie, however.
P.S. Why does everyone get on Clinton's case about his affair. Is his sexual relations not his own personal business that doesn't concern the country and its welfare? I understand that he lied, and lieing is not expected from a president, but it was his personal business that had nothing to do with anything in the first place. I do find it amusing that most Republicans that get upset about that have secrets of their own-most likely similar secrets. People make mistakes, and unless you are his wife, I honestly don't think it concerns you. Just keep in mind that Clinton's lie did not cause any deaths or harm to the country; George Bush's lies (notice I used the plural form) did.
