First of all, Big Ben is the name of the bell, not the clock face.
So the actual right answer is 'no time'.
If what you really meant was 'what time does the clock read' then the correct answer would definitely be, the right time for the area because the clock in question runs not by electricity but by levers pullies and the like.

I can smell a trick question... Big Ben is not dependent on power/ or electricity, but if it was they would have alternative power outlets to switch to... :) I know this since kindergarten...
