A decade ago to learn English, you had to attend costly English classes or purchase course material like tapes and books. Now you can learn English for free from the comfort of your home using the internet. The BBC and the British Council offer a number of online courses which teach written and spoken English. You can also improve your English by watching television programs and reading English newspapers. For more information, visit http://tinyurl.com/qnzpt

1) read magazines that are really "educational": Time, Newsweek, National Geographic, New Yorker, etc.
2) watch educational shows and programs; watch a lot of news
3) this one is extremely important: TALK English a lot, even if you aren't "good" ----- If you never practice, you will never be really good at it. Trust me. I took 4 years of Spanish in high school (Spanish 1,2,3, &4) but I can't even speak it fluently. Why? Because outside of school, I never spoke it.
4) Read a lot of books. There are so many genres: science fiction, mystery, horror, romance, true crime, religion, history, self-help, .....there are millions of books in this world. I know you'll find something that you will enjoy reading.
5) Buy some English workbooks and practice writing English.
Hope this helps and good luck! :)

Spend time with grammer and tense. Talk in English with your friends whether you can or not. Watch english movies with subtitle, listen to English songs. But the theme would be of course your grammer book. Read the essays all along, you'll get them interesting I hope. DO NOT follow any kind of english learning centre or book. They're not gonna develop your skill (belilve me, I'm telling from experience).

Do not think in your mother tongue and translate it to English. Think in English itself. Learn a foreign language as the child learns its mother tongue - maybe with the help of gestures and some animation but without the intervention of another language. When it comes to spoken language, pay attention to the nuances of people whose mother tongue it is. Put yourself in situation where you will be compelled to speak in that language. If you can interact with persons of similar ability, there will be less shyness.
