Laws? Congress makes laws. Let's use the word "regulations" instead.

That's pretty much been the F-D-A. The Health and Human Services Department could also have some input.

The regulating agency is the Food and Drug Administration.

Food and Drug Administration! I don't think they make laws but rule! It is their interpretation of an existing law and approved by the government! It carries the same weight as a law!
