I have to create a monthly social newlsetter for the co-op I live in and I need to be able to easily update and change it...I'm pretty experienced with Photoshop but was wondering if there was a program that wasn't as time consuming.

If you are used Photoshop then abobe have their own software which fantastic for this, its called Indesign and is part of the CS2 group. It does take some getting used to but then so did Photoshop but what you end up with is a very professional publication.

Microsoft provide Word which works well for basic newsletters where precise layout isn't required. Microsoft Publisher is their recommended software and it is quite good as it has many templates and easy to use however it isn't the greatest in terms of features and can become limiting if you want to push your design skills.
