i'd never heard of that expression before. I'd always heard "shoot the breeze" which means just idle chit chat, catching up with someone you hadn't seen in a while.

I think "shooting the breeze (or wind)" has connotations similar to going fishing without bait. If you're a hunter, but what you really like is hiking through the woods, looking for game, without any real intention of killing anything, perhaps you are shooting at the breeze. Further, perhaps people did this as a social activity. If you were really hunting, you'd have to stay stone silent, but if you were just out to shoot the breeze, you and your fellow hunters could chat to your hearts content.

"Shoot the breeze" is an old expression, meant to refer to aimless chatter, or casual small talk -- in reference to how aimless it would be to aim a gun and "shoot at the wind".
So if someone says that phrase -- it just means to hang out and talk about nothing in particular, see what develops, blah blah blah...
