Do you mean stutter?
If so a person that stutters has a small speech impediment. It's defined as distorted speech characterized principally by blocks or spasms interrupting the rhythm. The dictionary defines it as... to speak in such a way that the rhythm is interrupted by repetitions, blocks or spasms, or prolongations of sounds or syllables, sometimes accompanied by contortions of the face and body.
In other words they have problems speaking. Getting words to come out. A typical stutterer will sound like porky pig. The quintessential stutterer.

One who becomes at one with Love becomes truly Free. We should get away from the idea that Love is a vague state of mind or something to tie friends and relatives together. This searching is really man's innate spiritual drive to transmute the 'stone' of basic matter and consciousness into the 'gold' of Freedom-consciousness and existence. This Earth is really a classroom of experience designed to provide the answers (or meaning) that mankind needs, although he might not neccessarily want it! After our graduation we are given further experiences and higher meanings that we might apply to assist us in our goal of Spiritualising matter and consciousness back to God, as Conscious Gods.

how could you know someone does it if you don't know what it means?? i think you're talking about "stuttering". it means you get stuck on words, or repeat syllables in a word a few more times than necessary.

its stutter for sure and it means "A speech disorder involving hesitations and involuntary repetitions of certain sounds"
