context of ur question is not clear .. may be this can help ur ..
buffer is a special kind of memory, every device has its own buffer like keyboard, printer, monitor etc ..
when u play an online music the song is first stored/buffered in a buffer so as to keep the flow and continuty of the song and u wont get pauses while listning the song.
in short buffering is required coz the transfer seed of bits from net to pc is comparitively slower.
so, in a way buffering is downloading of bits from internet to the buffer area, it is not stored as a file but still the bits r recived in ur computer.
so it will cost u if u have limited bytes for internet broadband connection ..

hope its sufficient for u ..

BUFFERING STREAMING MEDIA
____________________________

Yes, but more specifically, buffering is used with streaming audio or music files to send the information to local storage on your pc which is broken down into smaller portions ("packets") instead of all at once. If all of the info is sent at once, there will be a wait before starting and possibly stops, skips or breaks in playback because of variables like connection speed and network traffic.

Most players will send a small part before beginning play, or during fast forward or rewind, or when the presentations required bandwidth doesn't match the available bandwidth. While you watch or listen the the media. the next portions are being sent in packets (buffered) and held until needed for play. This is done to so that the audio or video will be played continuosly and smoothly rather than erratically stopping and starting or appearing jerky.
