Maybe your paths aren't very clear/it's too crowded...or the area is far away from the exit. I had that happening to me too...try making more pathways.

You may need to put in some extra Info kiosk's. Not everyone buys the map when they first walk into the park. They wait till they get lost to worry about it.
Also, try to design your parks more like a loop. Criss-crossing paths tend to confuse as well. This should reduce the # of guests that get lost to a manageable number. Hint, those that get lost, you can pick up and drop by your info booth for a map.

They have gotten off the path go back and check your paths through the park. If they become too much of a headache build a small spot of water (about 4x4) and drop them in. This works for unhappy guests that pull your park rating down too.
