Why do you think it was important for the Roman and Byzantine empires to have extensive legal codes?

because they were very developed empires with a huge population it was nessisary to maintain strict laws to keep peace in those times more so then even now.

for the same reason that the empires of today do. to give the lawers something to do.......(crashing rimshot)
