It could, I would wait the few minutes extra til they are dry before going out in the rain, not to mention if you go out before they are dry, you have a much better chance of getting them smudged when trying to get doors open, keys out, and just touching things in general

If your nails get messed up by simply standing in the rain, then you need to find a different nail tech and/or salon. They are trained in beauty school to make sure the nails are dry before any customer leaves. I would be very suspicious of anyone who did not do that, because what else are they slacking on that could easily risk them their license and job?

No, not if you sit under the driers until they're completely dry. The manicurist comes by and makes sure it's dry before you leave.
