Good question. Some of the reason may be cleaning contractors working at night. Maybe it's cheaper to run fluorescent lights continuously rather than turning them on and off

Some are peoples homes , others theres a cleaning crew at work or they are open 24 hrs a day.

So they can be easily spotted and thus avoided by low-flying aircraft. Unless of course, you're a terrorist and want to fly into them....(Gosh -- I can't believe I said that! It's midnight, and I'm tired. That's all, folks! )
