18, with drinking training with adult supervision starting at 16. The vast majority of drinking problems in the US happen, in my opinion because kids never learn how to drink until they get completely wasted and get into serious problems (crashing, etc). If they had the time to slowly learn how to drink they wouldn't be so willing to get completely wasted the very first time they have the chance to do so.

Doesn't really make much difference. Whatever the limit is, people are going to drink when they want to anyway.

Its probably safe to drink supervised (with parents) small quantities at 15 and unsupervised from 18.
