in the Ancient Olympics, there were several city states (sparta, athens, etc) in greece that participated.

in the Modern Olympics, in 1896, there was one country participating, greece, but most of the people who competed were wealthy individuals from other countries who heard about it through the grapevine.

Actually,it was all the Greek nation-states who participated, but you should know that they didn't trust or like each other. Yet,they had an understanding that if a foreign kingdom tried to conquer ALL of Greece, they would unite their armies and navies to fight the foreigner and then go back to being enemies.
