Target had some cute ones, so did Old Navy. Babies R Us always has some nice ones and you used to get a free picture taken too!

I was at Target over the weekend and they had several. My favorite was the peas in the pod. They also had a pumpkin and ghost that I saw. I was looking for a costume for a 2 year old so was not really searching for a costume that size, but the ones I mentioned were cute and they may have had more.

"Leaps and Bounds" has some cute costumes that aren't too expensive (site listed below).
I've also seen some nice ones at Babies R Us, so either there or Toys R Us might be a good place to search.
"BabyCenter" has a store section, I've listed their Halloween costume page below.
You might also want to think about putting something together yourself. A.C.Moore, Michael's, or Jo-ann's could have some easy to put together costume kits or patterns.

K-mart and I found a bunch on ebay when my baby was at this size. I would check thrit stores too, sometimes they have some of the cutest small costumes with decent prices.

At most malls they usually have a Hlloween BOO-tique. And in ours there is a really cute Pea Pod out fit. and even a Wonder Bread outfit. Very Cute. best bet is to check there. Or on Ebay.

Pumpkin jogging suits are cute! It's just an orange jogging suit with a jack-o-lantern face on the front and are great for those chilly Halloweens.
