My partner is able to ejaculate and has an erection for a short time...he has hemroids...he has not had surgery...since prostrate problems sometimes cause ED, can hemroids as well...?

Hemmaroids don't affect sensation in the penis head or affect ejaculation unless he is distracted by the pain of them.
If his hemmaroids are severe then get him to a doctor for them otherwise help him but making him drink more water and eat more fiber. Hemmaroids are caused by straining to pass your poop.

ED would mean that he could not get or sustain an erection - this is not ED, since he has an erection and ejaculates.
Hemorrhoids would not cause this type of problem - if there is loss of sensation, then there is some nerve damage, and that is most likely related to some kind of trauma. Has he been using any anal sex toys? Something like that might be responsible, or an injury of some kind.
In any case, he should seek proper medical treatment to determine the cause of this.
