I am writing a personal narrative for Composition. I need to know whether or not the following is a complete sentance:

Either I told lies to make them distrust me, or I had I had completely ignored them.

Also, if anyone could tell me whether or not it is parallel, that would be awsome.

Top points to best non-coppy-pasted item.

Also if someone could tell me if a comma is necessary after either.

For those of you who didn't notice, but the second "I had" was a typo.

I will attempt to rewrite this for you in the most desirable form.

I would either tell them lies to inspire distrust, or completely ignore them.

This is simpler, and to the point. Hope it helps!

Yes it is a complete sentence, and it is also parallel. No comma.
