If these are the purple stamps issued in 1938-1954, they were issued in such incredible numbers that they are still only worth 3c each, when used to mail a letter. A stamp dealer may sell these for 80-90% of face value just to get rid of them.

If it's unused, then it is worth exactly one cent - put it together with 38 cents worth of other unused US postage to mail a letter. If it's used, then give it to somebody who is starting a stamp collection. It could be the beginning of a lifelong hobby, in which case it would be priceless!
