Alot of people refer to Baby Boomers as people who were born during a certain generation. They also refer to other people as Generation X to describe another generation. Vince McMahon & Company came up with DeGeneration X as a bucking play on words using the Generation X and Degenerate combined to come up with D Generation X. Honestly it's a great play on words (almost as good as when the WWF had to change their name and they opted for dropping the "F" and went ahead and have a great marketing strategy of "Get The "F" Out" printed on Tee Shirts.
