from science, energy can't be destroyed. It changes from one form to another, thus reincarnation. when a persons body dies what does the life energy change to?

It's POSSIBLE, yes. But it isn't really open for debate because there is so incredibly little evidence to support it, even less than to support God's existence (and that's saying something).
As a matter of fact, it would be possible, if not right now then perhaps in the near future, to prove the matter once and for all. There are two ways of doing this.
First, in order for a person to take on the same mental characteristics as some other person in the past, their brain would have to somehow be affected in the right patterns to make this happen. And it is in fact possible that quantum mechanics could manipulate a person into becoming like someone who lived in the past. HOWEVER, such manipulation would be nonrandom, and therefore if we used the right equipment, it would be possible to detect the physical influence of the soul, or whatever it is that is transferring the personality into the person. Note that it doesn't matter how ethereal the soul itself is, because we don't need to detect it directly; all we need to detect is its effect on the physics of the brain. So far we probably don't have the equipment to do this, but chances are we will within the next few decades.
Second, there's this thing called quantum immortality.

If THAT'S true, then one of two things would be the case:
1. Reincarnation does not carry perception, in which case no one would ever experience reincarnation themselves.
2. Reincarnation does carry perception, in which case it should already be conclusively proved, because when you died you'd immediately be transferred to a new body (so far very few people have claimed that this has happened to them, far fewer than would be predicted by standard reincarnation theories).

I fully believe in reincarnation...I don't believe a person can be good or bad enough in one life to deserve heaven or hell...but that is just my opinion.
The problem is in the next life you get to make all the same mistakes and choices over again

That type of belief cannot be justified. While it is possible that re-incarnation is an actual event, your belief still lies within a domain of uncertainty. In my opinion, a set a beliefs can only be justified if a belief is defined as what you hold true in every possible aspect of sensory input.
So in conclusion, I neither believe nor disbelieve in re-incarnation.

The science that we know with its concept of concepts may not be able to answer this.
But those who have perception levels beyond sense organs can experience this possibility.
